Strengthen Tanjung Priok Port Connectivity, Ministry of Public Works Targets South Side Harbor II Toll Road to Be Completed by Early 2026
Jakarta - The Ministry of Public Works (PU) continues to accelerate the completion of the construction of the Harbour Road II East Ancol-Pluit Toll Road Section as an effort to reduce congestion and traffic load on the Harbour I Toll Road which is congested almost 24 hours. Head of the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works, Wilan Oktavian said that the Harbour Road II Toll Road will be integrated with the Tanjung Priok Access Toll Road to improve connectivity in the North Jakarta Region.
“The Harbour II Ancol Timur-Pluit Toll Road Section is expected to be able to attract traffic from the Tanjung Priok Port which is quite large and improve connectivity with Soekarno-Hatta Airport,” explained Wilan when accompanying the Specific Working Visit (Kunker) of Commission V DPR RI to review the Harbour II Ancol Timur-Pluit Toll Road Section on Thursday (26/06/2025).
Meanwhile, Chairman of Commission V DPR RI, Lasarus said that the Harbour Road II Toll Road was built due to the very heavy traffic load on the north side of Jabodetabek.
"This construction will focus on the south side from the Martadinata Road on-ramp to Pluit and is entirely an elevated toll road, where there is only one on-ramp to attract trucks or transportation from the port. So that this becomes logistics access from Tanjung Priok Port to Soekarno-Hatta Airport and towards Banten and east Jakarta," said Lasarus.
Currently, the construction progress of Harbour II Toll Road has reached 25%. One of the challenges of building this toll road is its location, which is on the edge of the always congested Jl. Martadinata and the railroad tracks. In addition, land acquisition also requires attention from the DKI Jakarta Provincial Government and the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN) because of the total land acquisition needs of 39 Ha, only about 20 Ha or 53% have been freed.
"Problems such as multiple certificates due to the Complete Systematic Land Registration (PTSL) program are our homework, especially the National Defense Agency (BPN) to be more careful. Regarding the Minimum Service Standards (SPM), if seen from the work method, there is no problem. Hopefully in the future the construction will be in good condition, especially the condition of the road surface," added Lasarus.
Furthermore, Wilan Oktavian said that the project is targeted to be completed in early 2026. "The target completion of the Harbour II Toll Road is early 2026 for the south side on condition that land acquisition must be completed. We hope that all parties coordinate in an effort to complete this project. My message is to always maintain safety at work and hopefully remain zero accident," said Wilan.
Also attending the Specific Working Visit were President Director of Jasa Marga, Rivan Achmad Purwantono; Director General of Land Transportation of the Ministry of Transportation, Aan Suhanan, Chairman of the National Transportation Safety Committee (KNKT), Surjanto Tjahjono; Inspector II Inspectorate General of the Ministry of Public Works, and Director of Operations of PT Citra Marga Nusaphala Persada Tbk (CMNP), Djoko Sapto.
